The Governor as Chief Executive Officer represents the executive branch of state government. Included in the responsibilities of the Governor that are expressed through the Idaho Constitution and various statutes is the designation of the Governor as Chief Budget Officer for the state. Title 67, Chapter 35 Idaho Code directs the Division of Financial Management (DFM) to provide this function for the Governor and is very extensive in the duties and responsibilities that are delegated to DFM.
Performing this function requires the Division to facilitate and coordinate with other functions of state government performed by the State Controller’s Office, State Treasurer, Department of Administration, and the Division of Human Resources in particular and all agencies of state government in general. The principle effort focuses on the requirements of the Governor to present to the legislature each year a budget that includes a financial plan for the future as well as a record of historical budget expenditures. In addition, performance factors are addressed through the publication of agency strategic plans and performance reports.
