Executive Agency Legislative System (EALS)

Idea

The initial Idea Screen will be blank.  Click on the Create Idea button to create your first Idea.  The system will automatically create an EALS # after the Idea has been saved.

Once you have saved your Ideas you can go in and modify them. To select Ideas that have already been created click on the down arrow to select an Idea.

All fields marked with } required fields. The system will not allow you to move forward without filling in these boxes.

Once you save an Idea you will have the ability to either Submit Idea or Delete Idea.  Once you click the Submit Idea the Governor's Office and DFM will be notified that the Idea has been submitted and is ready for review.  The Idea will then be view only status for the agency.

Title

Title should be descriptive of the idea, an indication of what the idea is going to address.

Contact

Select the down arrow to view a list of contacts already created for your agency.  If none are listed click on the new button. Input the necessary contact information and click on Save Contact.

Similar Idea

Is this a new idea, or has something similar been worked on in the past three years?  If this is a new idea, select no and move onto the brief description box.  If this is something that has been introduced within the past three years, select yes and fill in the next box with the year and bill number if it made it that far in the process.  If the idea and or proposal was submitted but not approved, please indicate the year and reference it did not make it to bill status. 

Brief Descriptions

This box is to be used to explain the idea.  What problem or issue is this idea addressing?   Why is this change needed now? What are the advantages and disadvantages of this idea?  Who will benefit?

Fiscal Impact

This box is to be used to explain the potential fiscal impact from this idea (include FTP’s if applicable).  Do not use terms such as TBD (To be determined) or N/A.  The fiscal impact needs to be filled out for ALL funding sources, not just General Fund. 

Helpful Hints

Make sure to save your data before selecting a different tab.

Make sure all required fields are filled out before saving.

To print your idea click on the Reports tab.

An EALS # will be created once you save the idea.
