Regulatory & Legislative Affairs Bureau Team

The Regulatory and Legislative Affairs Bureau (A) oversees rulemaking for the entire state of Idaho; (B) oversees the Executive Agency Legislation Process (click here for more information on this process); and (C) helps implement the Governor’s policy and budget initiatives. 

From 2019 to 2025, we worked closely with agencies, stakeholders, legislators, and the Governor to implement Zero Based Regulation (ZBR). This initiative was very successful and resulted in Idaho becoming the least regulated state. 

To continue the process of ZBR, the Idaho Legislature codified an 8-year review process in Idaho Code Section 67-5292, which begins in 2026. You can find the rule review schedule by clicking here
