Our Mission
Support the Governor in overseeing the implementation of the Governor’s vision across the Executive Branch. DFM’s mission is to assist the Governor in meeting policy, budget, management, and regulatory objectives and to fulfill the agency’s statutory responsibilities.
What We Do
We support the Governor’s vision of short and long-term policies through effective resource allocation. DFM seeks to improve agency service delivery at the point of citizen impact by developing, monitoring, and publicizing performance outcomes, facilitating the development of the executive budget recommendation, and providing a proactive policy resource for the Governor to shape Idaho’s future.
About DFM
The Division of Financial Management is comprised of four specialized bureaus that work closely with each other and state agencies to provide fiscal and policy support. This collaboration ensures efficient resource allocation, informed policy decisions, and effective financial management. Together, DFM supports Idaho’s mission of responsible and transparent government.

Lori Wolff
Lori Wolff is the State Budget Director at the Division of Financial Management. Prior to her appointment in June 2024, she served as the Director of Operations for Governor Brad Little and was the Administrator of the Governor’s Division of Human Resources (DHR). She has also served as interim director at the Governor’s Office of Energy and Mineral Resources and the Idaho Department of Administration. Additionally, she spent 18 years at the Idaho Department of Health and Welfare, serving as deputy director and division administrator, among other positions.
A lifelong Idahoan, Wolff was born and raised in Salmon, Idaho, and earned a master’s degree in public administration from Idaho State University.
Justin Collins
Justin Collins is an accomplished financial leader with over 12 years of experience in public administration, financial management, and process improvement. He serves as the Deputy Administrator of the Division of Financial Management (DFM) and State Financial Officer, overseeing statewide financial operations, fiscal accountability, and long-term financial strategy. He represents DFM on the State Fiscal Policy Advisory Committee, Idaho Credit Rating Enhancement Committee, Idaho Technology Authority, and chairs the Board of Examiners Subcommittee.
Born and raised in Post Falls, Idaho, Justin is a U.S. Air Force veteran with 20 years in Logistics, developing strong leadership and process-improvement skills. He later served at the Idaho Transportation Department as Budget Officer and Executive Financial Officer, managing major budgets, leading financial planning, and driving cost-saving initiatives.
Justin holds an MBA from Northwest Nazarene University and is dedicated to professional growth, responsible fiscal stewardship, and operational excellence in state government.
Christopher Davis
Christopher Davis is an experienced public sector professional with over 24 years of expertise in budget management, nonprofit leadership, and organizational development. He currently serves as the Budget Bureau Chief for the Idaho Division of Financial Management (DFM), the Governor’s office of budget and administrative rules, where he oversees a critical component of the state’s budgeting processes and ensuring fiscal responsibility. With a strong background in financial planning, Christopher has earned a reputation for delivering results and demonstrating leadership.
Previously, Christopher was the Budget Officer for the Office of the State Controller of Idaho for over six years, where he played a crucial role in the state’s budget process and financial forecasting.
Lauren Smyser
Lauren Smyser serves as the Chief of the Regulatory and Legislative Affairs Bureau and Deputy Counsel. She is an attorney licensed to practice in Idaho. Prior to working at the Division of Financial Management, Lauren practiced healthcare law at Smith + Malek Attorneys. She also interned for U.S. Senator Mike Crapo and externed for Governor Brad Little.
Lauren graduated summa cum laude from The College of Idaho. She received her Juris Doctorate from the University of Idaho College of Law, where she also graduated summa cum laude. A dedicated Vandal, she served on the Idaho Law Review as Chief Symposium Editor. While at the University of Idaho College of Law, Lauren was awarded the UI Alumni Award for Excellence. In 2024, the Idaho Business Review awarded her its Up and Coming, Leaders in Law award.
She serves as the Vice Chair of the Idaho State Bar Health Law Section and is a member of the Philanthropic Educational Organization, a philanthropic, educational organization for women.
